The Inception

In the early 1980s, a group of academics led by the University of Malaya’s Dean of School of Engineering, Dr Tengku Mohd Azzman Shariffadeen, realised that Malaysia was a leading country exporting electrical and electronics (E&E) products. However, the product design, brand and marketing do not belong to local companies.

Subsequent discussions involving Dr Tengku Mohd Azzman, Dr Mohamed Awang Lah (University of Malaya), Dr Muhammad Ghazie Ismail (University of Science Malaysia), Dr. Mohd Arif Nun (University of Technology Malaysia) and Dr. Mohd Zawawi Ismail (University of Technology Malaysia) led to the cognisance of Malaysia’s need for an institution to conduct microelectronics research that can support the industry and develop home-grown products.

Milestones

  • The Malaysian Institute of Microelectronic Systems commenced its operations as a unit in the Prime Minister’s Department on 1 January.
  • The Institute actively started its activities in May with five senior officials out of a bungalow on Jalan Kolam Air off Jalan Sultan Ismail, Kuala Lumpur.
1985

  • The Institute was presented a Memorandum on the Establishment of MIMOS as a corporation owned by the Government under the Prime Minister’s Office.
  • The Institute initiated the Malaysian Internet journey by introducing the RangKom project (Rangkaian Komputer Malaysia or Malaysia Computer Network) to selected user groups.
1987

  • The Institute collaborated with the Ministry of Education to develop and introduce Computer Integrated Education in the national curriculum leading to the country’s first education authoring tool, COMIL, to help teachers draft learning materials in Bahasa Malaysia.
1989

  • The Institute was transferred and became a department under the Ministry of Science, Technology and Environment (MOSTE) in November.
1990

  • RangKom became an Internet Service Provider, offering services to limited members of the public.
1991

  • The Institute was appointed as the Secretariat to the National IT Council (NITC), which was chaired by The Prime Minister. Dr Tengku Mohd Azzman, the Institute’s Director General was appointed as Permanent Secretary.
  • MIMOS, through NITC, played a pivotal role in the development of the framework for Malaysia‘s multimedia Super Corridor (MSC).
  • MIMOS also introduced Malaysia’s first locally designed IC, the 16-bit RISC microprocessor, Pesona.
  • 1992

    • The Institute was appointed as the Secretariat to the National IT Council (NITC), which was chaired by The Prime Minister. Dr Tengku Mohd Azzman, the Institute’s Director General was appointed as Permanent Secretary.
    • MIMOS, through NITC, played a pivotal role in the development of the framework for Malaysia‘s multimedia Super Corridor (MSC).
    • MIMOS also introduced Malaysia’s first locally designed IC, the 16-bit RISC microprocessor, Pesona.
    1994

    Construction of MIMOS Complex at Bukit Jalil was completed after 88 weeks.

    MIMOS organised its first national-level technology event, Microelectronics Malaysia ‘95

    1995

    In November, MIMOS Berhad was corporatised as a company under the Ministry of Finance (MoF) with three core functions – R&D, National IT Policy Development and Business Development. With this corporatisation exercise, MIMOS ceased using the name “Malaysian Institute of Microelectronic Systems”.

    It initiated and organised two of Malaysia‘s main ICT events: Multimedia Asia (MMA) and INFOTECH. These events were heavily attended by Heads of Governments and industry captains. MMA was a platform for dialogue on global ICT issues while INFOTECH (later INFOSOC) was a national dialogue to debate the effectiveness of strategic ICT initiatives.

    1996

    MIMOS became the first in Asia to install the T3/45 Mbps line, providing faster access to JARING users.

    MIMOS formed the Malaysian Computer Emergency Response Team (MyCert), a point of reference for local Internet community in dealing with computer security matters.

    As part of Business Development, a total of eleven business units, subsidiaries and associated companies were established within the period of 1997 to 2002.

    1997

    Launched the “Execute with Excellence” programme, with an aim to enhance performance and effective use of resources.

    MIMOS formed a joint-venture company, Digicert Sdn Bhd, as the first Certification Authority in Malaysia to issue digital certificates.

    MIMOS Smart Computing Sdn Bhd was formed to manufacture and supply modern, reliable and affordable personal computers and related peripherals.

     

    31 Oct 1998

    Tan Sri Dato’ Azman Hashim appointed as MIMOS Chairman

    1998

    MIMOS launched iVEST (Virtual Environment for Secure Transactions), a comprehensive end-to-end platform for secure Net-based communication and commerce.

    It also implemented the world’s first fully IP-based Malaysian network; a 2.5Gbps SuperJARING backbone, from Penang to Johor Bahru.

    1999

    Launched Cikgu.net, a dedicated portal for educators in March. It rides on MIMOS-developed portal engine, iGalaksi.

    JARING began offering high-quality VOIP services with an 80 percent cheaper call rate compared to conventional phone call rates.

    MIMOS became the first Malaysian organisation to join the Internet Protocol Version 6 (IPV6) registry.

    In April, OICnetworks Sdn Bhd, a joint-venture company between MIMOS and the Islamic Development Bank in Jeddah was formed as the global internetworking exchange that contributes to the socio-economic growth of OIC member countries.

    Encipta Ltd, a wholly-owned subsidiary, was incorporated on 8th December as a venture fund company.

     

    1 Nov 2000

    Dato’ Dr Mohd Ariff Araff appointed as MIMOS Chairman

    2000

    MIMOS initiated the establishment of Computer Forensic Services under the 8th Malaysia Plan.

    NISER (National ICT Security and Emergency Response Centre) was officially launched by the Deputy Prime Minister.

    In February, CIDB eConstruct Services Sdn Bhd, a joint-venture company between the Construction Industry Development Board and MIMOS was formed. Its aim was to increase the competitiveness of the Malaysian construction industry.

    2001

    MIMOS commissioned a new industrial-class wafer fabrication plant (Fab 2), 0.5 micron digital CMOS technology, 8-inch, 3,000 wafers per month.

    JARING became the first ISP in Malaysia to offer IP-VPN connectivity.

    MIMOS’ subsidiary, My-Ms, launched Malaysia‘s first 0.35 micron EEPROM chip (electronically erasable programmable read-only memory).

    MIMOS took 33.3 percent equity in Tiger Consortium Sdn Bhd.

    2002

    The role of NITC Secretariat was officially transferred to the Ministry of Energy, Communications and Multimedia.  With this move, MIMOS was instructed to focus on R&D activities and to gradually relinquish businesses from its structure.

    TITIAN DIGITAL, a community project under the Bridging Digital Divide (BDD) programme, successfully launched its first test site in Kampung Pamah Kulat, Pahang.  The project equipped the rural community with various “digital divide bridges” from MIMOS.

    iVEST successfully provided an Internet Security solution for MyKad PKI applications.

    In October, a comprehensive presentation on “Protecting National e-Sovereignty” was made to the Prime Minister and senior government officials.

    2003

    Gearing towards monetisation by intensifying R&D activities.

    AgriBazaar was launched by the Prime Minister.

    2004

    The Malaysian Grid for Learning (MyGfL) pilot project was kicked-off in April.

    Malaysia‘s first Cryptography Protocol was developed by MIMOS.

    Abdul Wahab Abdullah appointed as second President & CEO on 1 July 2006, pledged to turn MIMOS into a world-class R&D Centre of Excellence.

    In October, the new MIMOS CEO announced that MIMOS to gradually shift focus from National IT Policy and Development and Business Development to R&D for commercialisation towards national competitiveness.

    2006

    Divestment and wounding up of subsidiary companies CIDB eConstruct Services, iVEST, MIMOS Smart Computing, Tiger Consortium, DigiCert, Encipta, Malaysia Microelectronics Solution.

    Dato’ Suriah Abd Rahman appointed as MIMOS Chairman

    2006 - 2010

    MIMOS held its year-long 25th Anniversary celebrations with the main event attended by former Prime Minister Tun Dr Mahathir, MOSTI Minister and MIMOS Pioneer Management Team.

    Achieved People Capability Maturity Model (P-CMM) Maturity Level 3 and became the only organisation in Malaysia and in this region (except China) that is operating at this level.

    Became top Malaysian patent filer at Patent Cooperation Treaty.

    Thirteen key players in Electrical and Electronics (E&E) sector comprising 12 companies and one university signed an MoU to tap into MIMOS’ Advanced Shared Services Facilities.

    A subsidiary company, Frontier Novatur Sdn Bhd, formed as a strategy for commercialisation and monetising MIMOS’ technology.

    2011

    MIMOS and Japan’s National Institute of ICT entered into collaborative R&D, creating history as the first time that Malaysia and Japan would work together in R&D in ICT.

    MIMOS took the role of consultant for Royal Malaysia Police in upgrading the Command, Control, Communications, Computers and Integration (C4i) System.

    American technology company NVIDIA opened Southeast Asia’s first GPU R&D and Compute Solution Centre, located at MIMOS, working with Hewlett-Packard.

    MIMOS Industrial Design ranked Number 4 of The World’s Best and Innovative Design Studio, placing us above all design studios in Asia!

    MIMOS released Mi-MSCAN TpH, world’s first Ion-Sensitive Field Effect Transistor (ISFET)-based calibration-less temperature and pH sensor.

    2012

    MIMOS collaborated with the Ministry of Health to develop Healthcare IT Framework.

    Malaysia’s first psychometric profiling for universities, developed by MIMOS, launched at Universiti Pendidikan Sultan Idris.

    MIMOS launched its Open Innovation Platform.

    MIMOS signed a joint venture with Sudanese Africa City of Technology to commercialise MIMOS technologies in Sudan, marking our first partnership with an African nation.

    2013

    MIMOS and Hewlett-Packard signed a partnership agreement to conduct joint R&D on Software Defined Networking (SDN), the first initiative of its kind in the Asia-Pacific region.

    Standards Malaysia recognises MIMOS as the first Malaysian lab to receive MS ISO/IEC accreditation certificate for software testing.

    MIMOS Industrial Design ranked 3rd in the world for the Most Innovative Design Studio by Red Dot Institute, Germany.

    2014

    The National Internet of Things (IoT) Strategic Roadmap launched to serve as a guiding document aimed at moving Malaysia into becoming a premier regional IoT hub.

    Datuk Wira Omar Kaseh appointed as MIMOS Chairman

    Big Data Digital Government Lab launched at MIMOS to accelerate the implementation of BDA in the Government.

    2015

    The Intelligent Community Infrastructure System (iComm), a MOSTI Social Innovation project managed by MIMOS launched by Prime Minister Dato’ Sri Najib Razak in Pekan, Pahang.

    Two policing technologies launched for the Royal Malaysia Police – the SMART Lock-Up Management System and the Malaysian Integrity Test (MIT) for Public Safety.

    MyTrace, an advanced product traceability system, launched for the export of premium durian to China.

    To this end, MIMOS is focusing on twelve applied research areas:  Accelerative Technology, Advanced Analysis & Modelling, Advanced Computing, Artificial Intelligence, Cognitive Analytics, Information Security, Intelligent Informatics, Microelectronics, Nanoelectronics, Photonics, User Experience and Wireless Communications.

    2016

    18 April 2017

    Malaysian Health Data Warehouse (MyHDW), a centralised health database system developed by MIMOS and MoH, was launched. 

     

    12 May 2017

    MOSTI’s second social innovation project iComm, managed by MIMOS, was launched in Tuaran, Sabah.

     

    1 July 2017

    Ahmad Rizan Ibrahim appointed as MIMOS’ third President and Chief Executive Officer.

     

    18 July 2017

    MIMOS and Northern Corridor Implementation Authority (NCIA) launched MIMOS-NCIA Advanced Competency Development Centre, a human capital development centre that offers world-class industry training facility.

    30 January 2018

    MIMOS signed the Corruption-Free Pledge with the Malaysian Anti-Corruption Commission to strengthen the centre’s commitment towards uncompromising integrity.

     

    20 March 2018

    The National Flood Forecasting and Warning Centre, backed by MIMOS’ advanced technologies, was launched by Natural Resources and Environment Minister.

     

    25 April 2018

    MIMOS and Penang Skills Development Centre formed a collaboration to complete Industry 4.0 value chain and support the industry needs in Penang and the Northern Region.

     

    18 September 2018

    The revamped JobsMalaysia portal developed by MIMOS was launched by the Human Resources Minister.

    An ultrasonic atomiser system for nanomaterial coating called Mi-Atomizer 3.0, innovated by MIMOS and NSW Automation, was launched.

    MIMOS and Microsoft established Centre of Artificial Intelligence for Future Industry (CAIFI) to build AI ecosystem for the Malaysian industry.

     

    23 April 2019

    MIMOS signed an agreement with Malaysia Airports Holdings Berhad to enhance the national airports’ predictive maintenance capabilities.

    19 February

    MIMOS partnered with SEGi University and RM Applications to establish the nation’s first Islamic Centre for Emerging Technologies (ICET) to champion R&D programmes on Islamic finance.

     

    30 April

    MIMOS developed Malaysia Covid-19 Information Hub (MyC19) to perform sentiment analysis on people’s concerns using AI and other data analysis technologies.

     

    18 May

    MIMOS’ photonics project, Detection of Dental Caries via UV Spectroscopy won Gold Medal at Invention, Innovation & Design Exposition (IIDEX 2021). The same project also bagged 2nd place at Selangor R&D and Innovation Expo (SRIE 2021).

    MIMOS won Gold Award for Covid-19 International Innovations Award and Special Award for EURO Business-Haller Poland Special Award through Vaccine Management and Vaccination Certificate Ecosystem at the Malaysia Technology Expo 2022.
