Data Management Executive(Technical Project Manager)

Position Purpose & Summary:

As a Data Management Executive who plays a vital role in assisting Data Management Workstream Lead in monitoring activities of data management performed by the contractor, he/ she will be involved in monitoring and reporting various activities of data cleansing, data migration and data synchronization aimed at ensuring that the processes are efficient, effective, and aligned with the project’s objectives.

Primary Duties & Responsibilities:

  • Assisting the Data Management Workstream Lead in evaluating contractor’s data management plan to ensure the plan is in line with the project’s objectives and can be delivered within the given timeline.
  • Assisting the Data Management Workstream Lead in ensuring that transitions between systems, platforms, or databases performed by the contractor are executed with minimal disruptions to operations.
  • Attend meetings, document all essential information, and continuously monitor the status and progress of data management activities, including data cleansing, migration, and synchronization executed by the contractors.
  • Prepare and present detailed monthly reports covering current status of data management tasks, key milestones achieved, and overall progress towards project goals; description of any issues encountered their impact on the project, and steps taken to resolve them; Key performance indicators (KPIs) such as data accuracy, data migration success rates, and synchronization times; quality and integrity of the data, including the number of errors identified and corrected, data completeness, and consistency.

Provide insights on the overall quality of data management processes and deliverables.

Data Cleansing

  • Data Quality Metrics: Assisting the Data Management Workstream Lead in ensuring the contractor establishes key performance indicators (KPIs) related to data quality, such as completeness, accuracy, consistency, and integrity. Monitor these metrics regularly to track improvements resulting from data cleansing activities.
  • Data Validation: Assisting the Data Management Workstream Lead in ensuring the contractor implements data validation checks to verify the effectiveness of cleansing activities. Monitor validation reports produced by the contractor to ensure that data quality standards are met before moving to the next stage of the process.
  • Error Monitoring and Resolution: Assisting the Data Management Workstream Lead in monitoring error logs produced by the contractor to identify recurring issues or patterns in data quality issues. Ensure the contractor implements mechanisms to resolve errors promptly and prevent them from impacting downstream processes.

Data Migration

  • Data Mapping and Transformation: Assisting the Data Management Workstream Lead in monitoring data mapping and transformation processes established by the contractor to ensure that data is migrated accurately from source to target systems. Verify that data mappings are aligned with business requirements and data integrity is maintained throughout the migration.
  • Data Consistency Checks: Assisting the Data Management Workstream Lead in ensuring that the contractor performs consistency checks between source and target data sets to detect any discrepancies or data loss during the migration process. Monitor data consistency reports produced by the contractor to identify and address any issues promptly.
  • Performance Monitoring: Assisting the Data Management Workstream Lead in monitoring the performance of data migration processes, including data transfer speeds, resource utilization, and any bottlenecks or performance issues that may arise.
  • Data Reconciliation: Assisting the Data Management Workstream Lead in ensuring that the contractor conducts data reconciliation between source and target systems to validate that all data has been successfully migrated without loss or corruption. Monitor reconciliation reports to verify the accuracy and completeness of migrated data.

Data Synchronization:

  • Change Data Capture (CDC) or equivalent mechanism/ tools: Assisting the Data Management Workstream Lead in ensuring that the contractor implements CDC mechanisms or equivalent mechanism/ tools to capture and track changes made to data in real-time. Monitor CDC or equivalent processes to ensure that all relevant data changes are captured and synchronized across systems.
  • Conflict Resolution: Assisting the Data Management Workstream Lead in ensuring the contractor implements conflict resolution strategies to handle conflicts that arise when synchronizing data between multiple systems. Monitor conflict resolution mechanisms to ensure that data conflicts are resolved accurately and in accordance with business rules.
  • Data Consistency Checks: Assisting the Data Management Workstream Lead in ensuring the contractor performs consistency checks between synchronized data sets to detect any discrepancies or inconsistencies. Monitor consistency reports to identify and address any issues with data synchronization.
  • Performance Monitoring: Assisting the Data Management Workstream Lead in ensuring the contractor monitors the performance of data synchronization processes, including synchronization latency, throughput, and resource utilization. Ensure the contractor optimizes synchronization processes to minimize latency and ensure timely data updates across systems.

Relevant Work Experience

  • Minimum 5 years working experience in Data Management or Technical Project Management related to Data Management (cleansing, migration, and synchronization) domain.
  • Strong understanding of data management methodologies, tools, and technologies with proven experience in data management, including data cleansing, migration, and synchronization.
  • Experience with government-related IT projects is a plus.

Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, or any related fields.
  • Certification in data management or related disciplines (e.g., CDMP, DAMA) is a plus.

Technical/ Functional Skills

  • Proficiency in data manipulation tools and technologies (e.g., SQL, Python, ETL tools).

Soft Skills:

  • Excellent communication and collaboration abilities, with the capacity to work effectively across teams and stakeholders.
  • Excellent communication, interpersonal, and collaboration skills.
  • Proficiency in Malay and English, both written and spoken.
